The Clark Group, LLC (TCG) is supporting the Burlington Lead Program by providing expert Section 106 compliance reviews in alignment with the National Historic Preservation Act (NHPA) for projects seeking funding from the U.S. Department of Housing and Urban Development (HUD). TCG provides technical assistance and preliminary evaluations for grantees considering HUD funding. We collaborate closely with Burlington Lead Program staff to identify and resolve potential conflicts between historic preservation, the creation and maintenance of perpetually affordable housing, and public health concerns related to lead exposure.
As part of this effort, TCG:
- Conducts site visits, performs property research, and completes reviews to determine whether properties are listed or eligible for listing in the National Register of Historic Places.
- Prepares documentation and recommendations for the Vermont State Historic Preservation Officer (SHPO) when proposed activities require mitigation.
- Consults with SHPO on projects that may affect archaeological resources.
- Manages all Section 106 correspondence and documentation with the Advisory Council on Historic Preservation, SHPO, and the Burlington Lead Program.
Our team also offers guidance on both general and project-specific historic preservation issues and conducts training workshops for program staff as needed. This work ensures that federally funded activities protect and respect historic properties while addressing urgent public health needs.
