The Clark Group, LLC (TCG) provides ongoing support to the Northern Border Regional Commission (NBRC) in meeting its obligations under the National Historic Preservation Act (NHPA). NBRC is a federal–state partnership focused on economic and community development in the most distressed counties of Maine, New Hampshire, Vermont, and New York.
As NBRC’s non-federal representative, TCG guides grant applicants through every stage of Section 106 compliance. Our team:
- Reviews grant applications to identify cultural resource compliance needs.
- Conducts desktop research and preliminary archeological assessments.
- Evaluates the eligibility of above-ground resources for the National Register of Historic Places (NRHP).
- Assesses potential effects on NRHP-listed or eligible historic properties.
TCG has facilitated numerous Section 106 consultations on behalf of NBRC, consistently guiding projects toward ‘no historic properties affected’ or ‘no adverse effect’ determinations and helping to advance project funding and implementation.
We coordinate project status meetings, facilitate communication with grantees and regulatory agencies, and provide timely recommendations of effect to State and Tribal Historic Preservation Offices. Our team works to resolve potential conflicts between project goals and preservation requirements, ensuring a smooth compliance record. TCG also maintains strong relationships with key regulatory partners and keeps detailed records of all correspondence to ensure transparency in agency activities.

Paramount Center’s Richardson Building Renovation (Rutland, VT)
This project involved renovating the vacant third and fourth floors of the Richardson Building, a National Register-listed property in downtown Rutland. TCG prepared the Section 106 report for the project, documenting the building’s historic significance, assessing potential impacts, and coordinating with the Vermont Division for Historic Preservation to ensure compliance with regulatory requirements.

Berlin and Coös County Historical Society (Berlin, NH)
TCG provided cultural resources support for the restoration of the Berlin Falls House and the Moffett House Museums, which included ADA-compliant upgrades, roof replacement, and exterior and structural repairs. Per the New Hampshire Division of Historical Resources guidelines, we developed a comprehensive Section 106 consultation . This included contemporary building photographs, a soil survey, an in-depth database search, and impact assessments presented in tabular and map formats. TCG also produced recommendations, which considered the site’s historical context and proximity to a local historic district. The Division ultimately concurred with our finding of no adverse effect, allowing the restoration efforts to move forward.

Town of Rockport Wastewater Infrastructure Development (Rockport, ME)
TCG conducted a Section 106 review in support of Rockport’s wastewater infrastructure expansion, which aimed to extend three sewer lines to promote infill housing developed. We consulted with the Maine Historic Preservation Commission and prepared a comprehensive consultation packet that adhered to the Commission’s guidelines. Our review evaluated potential effects across all three sewer expansion areas and included detailed maps of the project areas. The Commission concurred with our determination of no adverse effect, enabling the project to proceed as planned.
